    Programme Manager (Service Systems)

    Job Description

    We Do Social Work is recruiting for an experienced Programme Manager (Service Systems) to lead the planning, coordination and delivery of complex service systems transition and transformation programmes.

    The successful candidate will work across services, technology and data teams, suppliers and senior stakeholders to ensure systems are effectively assessed, planned, implemented and transitioned.

    This is a senior programme management role requiring strong leadership, stakeholder management, analytical and problem-solving skills, together with the ability to manage multiple interdependent workstreams within challenging timescales.

    Key Responsibilities

    • Lead the planning and delivery of complex service systems transition and transformation activity.
    • Develop and maintain programme plans, implementation roadmaps and delivery schedules.
    • Coordinate multidisciplinary teams, including service representatives, subject matter experts, business analysts, technical specialists and suppliers.
    • Manage programme risks, issues, dependencies and actions.
    • Develop resource plans and monitor delivery capacity and requirements.
    • Monitor budgets, costs and financial requirements associated with programme delivery.
    • Engage and influence senior stakeholders, suppliers and specialist teams.
    • Prepare governance papers, progress reports, assurance updates and management information.
    • Track programme milestones and provide clear reporting on progress.
    • Identify and resolve issues and barriers to delivery.
    • Maintain appropriate programme documentation, decisions, approvals and audit trails.
    • Ensure transition activities are appropriately planned, monitored and evidenced.

    Essential Requirements

    • Degree-level qualification or equivalent relevant experience in programme, project or change management.
    • Significant experience delivering complex projects, programmes or transformation initiatives within a large organisation.
    • Experience leading multidisciplinary teams and stakeholders within a matrix environment.
    • Experience managing programme plans, risks, issues, dependencies, budgets and governance processes.
    • Proven ability to influence and engage senior stakeholders, suppliers and subject matter experts.
    • Experience of financial management, including cost forecasting and budget monitoring.
    • Strong analytical, communication and problem-solving skills.
    • Ability to translate complex information into clear recommendations.
    • Ability to work at pace, manage competing priorities and operate effectively in an environment of change and ambiguity.

    Desirable

    • Professional programme or project management qualification such as MSP, PRINCE2, APM PMQ or equivalent.
    • Experience of organisational change, service transition or technology-enabled transformation programmes.
    • Experience working within a complex public or service-based environment.
